Goals:

The program is subdivided into: Open House, Inclusive Open House and Itinerant Open House.

The objective of Open House is to promote the dissemination of the actions developed by the Court of Auditors of the State of Bahia with the student community, raising awareness among young people about the importance of fully exercising their citizenship.

Inclusive Open House aims to encourage, in special school students, the exercise of social control, as well as raise awareness about the importance of fully exercising citizenship, through new perspectives of action in society and through knowledge of the actions developed by TCE/BA.

The Open House Itinerante, on the other hand, aims to encourage, in Organized Civil Society, the exercise of social control, as well as to raise awareness about the importance of fully exercising citizenship, through new perspectives of action in society and through knowledge of the actions developed by the TCE/BA.

Adopted methodology:

Oral presentation given by directors of the various strategic units of TCE/BA: Ombudsman, External Control Coordination (CCEs), Center for Study and Development of Auditing Technologies (CEDASC), Public Ministry of Accounts (MPC) and ECPL.

Technologies used:

History of the Program at the Court:

Created on April 28, 2016 by the Court of Accounts of the State of Bahia (TCE/BA), through the School of Accounts Conselheiro José Borba Pedreira Lapa (ECPL), starting with higher education students.

In 2019, the Casa Aberta Inclusivo began, which targets students from special schools. From 2019 to 2022, the following institutions participated in the Open House Inclusion: Association of Parents and Friends of the Disabled (APAE), Foundation for Children and Adolescents (FUNDAC) and Institute for the Blind.

Also in 2019, the Itinerant Open House was started, held in a different location from the TCE headquarters. Its target audience was public policy advisers and members of civil society.

Mastery of the servers on the performance of the various areas that are presented in the Program.

  • Steps taken for the development, deployment and implementation:

Initially, a schedule is created with the expected dates for carrying out the practice. After preparing the calendar, contact is made with the Schools/Institutions by making a prior invitation to participate in the program. It is then formalized, by email, with the compatible date with the schedule, requesting a list of visiting students, respecting the limit of 50 people per edition. Next, the bus is hired for the route to be followed to pick up students at the institution and take them to the end of the program. Snacks are scheduled to be purchased and distributed to students during breaks and at the end of the action.

Measurement of Results

  • Expected results:

Stimulate social control and raise awareness about the importance of fully exercising citizenship, through new perspectives of action in society and through knowledge of the actions developed by the TCE/BA.

  • Results achieved: 

From 2016 to 2023, 73 Institutions (elementary, secondary and higher education) and 3,093 students participated in the Program. Many positive evaluations were obtained, generating many consultations and complaints to the TCE/BA Ombudsman about problems in state schools that deserve inspection.

  • Lessons learned:

By bringing representatives of society to the Court's premises, facilitating their awakening as part of social control, it means that, when they get to know the facilities and activities carried out by the TCE/BA, they become disseminators of the importance of our work. Therefore, we need to increasingly bring control bodies closer to society in general.

We recommend that this action be carried out in partnership with the Tcs' strategic units.
